Just curious, why the need to be moving? I guess the organs could be "guaranteed fresh" or something. Or maybe they have more criminals awaiting execution than they do facilities nearby to carry out the punishment and the busses make the rounds to all the hot spots, but do they need 40 such busses? I dunno, it sounds fascinating but odd at the same time...
