Egyptian Cab Driver

Here is a bit on that cab driver who killed those poeple with his car down in the Gaslamp.

I'm not clear what this other undiscussed possibility is. Is that that the Bush administration orchestrated the accident in order to start a war against foreign taxi drivers?
