Robert Lieber (OK so I had to look that up) is the mayor of Albany. Dellums is of Oakland.
The reason no one (here) knows who Robert Lieber is is because the last Albany race focused heavily on open city council seats. The mayor's seat was not up for grabs.
The city council gets to vote on what to do with the Golden Gate Fields land, and there were two seats open. Two moderates ran together versus two aging hippies. One of the aging hippies even stole competitors propaganda from doorsteps.
But, given the political climate around here, you can guess which two city council members won.

Ron Dellums. Not a household name for sure, but he could surely be a standin for the African American Santa Claus.
