I'd throw the guy overboard too, assuming that if the raft sank, everyone including the guy who was sure to die anyway would die. I would not push, catapult or otherwise hurl anyone onto the tracks to save the people in the trolley. One must assume the risk of riding the trolley in the first place.
I didn't realize those people weren't on the trolly, but I still have to side with Tenacious E here. What the hell are those idiots doing on the tracks?

Smothering a crying baby was the only one that made sense to me.
