I honestly think someone took something out of context with this article. Passport photos are to be cropped around the head. I've had a passport photo rejected for just this same reason, and I was wearing a tshirt. They just want a head shot, no more. Neck up is all they want.
I think the writers stretched the rejection reasoning to go with current news hysteria.

You are probably right, but then again, these people are dealing with government emplyees. Hahahaha
