There's "intelligence" and then there's "self aware".

This article talks about bio-organisms that we purposely engineer. They are more reactionary, given an input they do something we designed them to do. This automatic response mechanism is termed "intelligence".

Blade Runner has to do with human engineered beings which are self aware. A much more complicated and very distant (if ever possible) thing.
