Very Interesting.
Might not be a popular opinion, but I think an overall ban on cell phone use while driving is a bitchin' idea. It'll never happen, though. Seatbelt and helmet laws are a completely different animal. Someone deciding not to wear either is really only jeopardizing their own safety. Of course, with lawyers and insurance companies, I guess there really was no choice.

A fellow student in one of my biology classes wrote a paper about how helmets laws were unlawful. Why? Well you see, the dude was dying of kidney failure and needed a donor, but since the helmet law, less kidneys were available.
He died from kidney failure before the semester finished.
