The best part? My mother, a school teacher in Poway, received a note from the state Monday that said in lieu of paychecks they may start issuing I.O.U.'s to teachers.
How irresponsible and unacceptable is that? Sorry, no paycheck for you, but here's a paper worth nothing that says I owe you money.
